Can the EU develop an effective response to its Syrian refugee crisis?

An EU plan to resettle 120,000 Syrian refugees is a good start but does not adequately address the problems asylum-seekers face in EU member states, including individual member states' actions that may violate international and EU law on refugees and human rights.
