Discovery of mythic ‘Nazi Gold Train’ highlights flaws in Holocaust restitution system

The Terezin Declaration and other international agreements lay out out voluntary principles for returning property seized from Jews in the Nazi era. Those may be on a collision course with Polish law on findings, if a soon-to-be-unearthed train lives up to its myth.
